Politicization of Religion by State and Non-State Actors to Justify Violence

    About the committee

This agenda examines how religion is instrumentalized by governments, political movements, and armed non-state actors to legitimize violence, consolidate power, suppress dissent, and mobilize support for conflict. Across regions, religious identity has been used to frame territorial disputes, justify military operations, radicalize populations, and delegitimize minorities. Non-state actors such as extremist militias and insurgent groups frequently weaponize religious narratives to recruit fighters and sanctify violence, while some states have embedded religious rhetoric into national security doctrines or political campaigns to strengthen ideological legitimacy. The debate will revolve around the tension between freedom of religion and the prohibition of incitement to violence under international law (notably Article 18 and 20 of the ICCPR), accountability gaps when religion intersects with state sovereignty, and the failure of international mechanisms to prevent sectarian mobilization.

Weaponization of Water Resources as a Tool of Geopolitical Coercion

    About the committee

This agenda addresses the growing use of transboundary water control as leverage in interstate rivalry, regional dominance, and hybrid conflict strategies. With over 260 international river basins shared by two or more states, upstream control over dams, reservoirs, and diversion systems provides significant strategic power. Recent tensions have demonstrated how suspension of treaties, rapid dam filling, altered water release schedules, or infrastructure militarization can be used to exert political pressure, destabilize downstream economies, and influence security outcomes. In an era of climate change and water scarcity, control over freshwater has evolved from a developmental issue into a national security concern. The debate will engage principles of international water law — including equitable and reasonable utilization, the obligation not to cause significant harm (UN Watercourses Convention, 1997), and the role of bilateral treaties — while confronting hard security realities such as dam sabotage, forced migration, agricultural collapse, and potential armed escalation.
