Deliberating the Status of the Shebaa Farms and Escalating Tensions Along the Israel–Lebanon Border

    About the committee

The disputed territory of the Shebaa Farms has remained one of the most sensitive flashpoints in the Middle East since the withdrawal of Israeli forces from southern Lebanon in 2000. Claimed by Lebanon, occupied by Israel, and historically linked to Syrian territorial administration, the status of the region continues to generate legal ambiguity, diplomatic deadlock, and recurring security concerns along the Blue Line. In recent years, escalating cross-border hostilities, militia activity, aerial violations, artillery exchanges, and the increasing involvement of non-state armed actors have significantly heightened regional instability, raising concerns regarding the potential for broader armed confrontation. Simultaneously, the continued absence of a comprehensive territorial settlement, coupled with wider geopolitical rivalries and humanitarian concerns, has complicated international peacekeeping and mediation efforts in the region. In light of these developments, the Security Council will deliberate upon mechanisms aimed at preventing further escalation, strengthening ceasefire implementation, ensuring civilian protection, addressing questions of territorial sovereignty, and reinforcing regional stability in accordance with international law and existing United Nations resolutions. Delegates are encouraged to evaluate both diplomatic and security-oriented approaches while balancing state sovereignty, regional security interests, and the risks of wider regional conflict.

Strengthening Healthcare Resilience in Conflict-Affected Regions of the Middle East and North Africa

    About the committee

Prolonged armed conflicts, political instability, economic collapse, and large-scale displacement across the Middle East and North Africa have placed immense strain upon regional healthcare systems, resulting in severe shortages of medical personnel, damaged infrastructure, disrupted vaccination campaigns, and limited access to essential medicines and humanitarian assistance. In several conflict-affected regions, hospitals and healthcare workers continue to face targeted attacks, while vulnerable civilian populations remain increasingly exposed to infectious disease outbreaks, malnutrition, psychological trauma, and deteriorating public health conditions. The growing complexity of modern conflicts has further challenged the capacity of national governments, humanitarian organizations, and international institutions to deliver sustainable and impartial healthcare services amidst insecurity and geopolitical tensions. Simultaneously, refugee flows and cross-border health emergencies continue to place pressure upon neighboring states and global health response mechanisms. In light of these concerns, the committee will deliberate upon strategies to strengthen healthcare resilience through international cooperation, emergency preparedness, humanitarian coordination, protection of medical neutrality, reconstruction of critical health infrastructure, and equitable access to healthcare services in conflict-affected communities. Delegates are encouraged to assess both immediate humanitarian responses and long-term mechanisms capable of ensuring sustainable healthcare delivery amid ongoing regional instability.

Combating the Global Expansion of Synthetic Drug Networks and Illicit Precursor Trafficking

    About the committee

United Nations Office on Drugs and Crime Agenda: Combating the Global Expansion of Synthetic Drug Networks and Illicit Precursor Trafficking Committee Description The rapid proliferation of synthetic drugs has emerged as one of the most pressing transnational security and public health challenges of the modern era. Unlike traditional narcotics, synthetic substances such as fentanyl, methamphetamine, and captagon can be manufactured at scale using commercially accessible precursor chemicals, enabling criminal organizations to establish highly adaptive and decentralized trafficking networks across borders. The increasing convergence between organized crime, illicit financial systems, encrypted digital marketplaces, and weak regulatory enforcement has accelerated the global spread of synthetic narcotics, resulting in rising overdose fatalities, regional instability, corruption, and the financing of violent non-state actors. Simultaneously, the misuse and diversion of precursor chemicals through legitimate trade routes continue to undermine international counter-narcotics efforts. In light of these developments, the committee will deliberate upon mechanisms to strengthen international cooperation in precursor monitoring, intelligence-sharing, financial surveillance, border enforcement, cyber investigations, and rehabilitation-focused responses, while balancing state sovereignty, public health concerns, and human rights obligations. Delegates are encouraged to assess the evolving nature of synthetic drug production and trafficking, examine existing international legal frameworks, and propose comprehensive multilateral strategies capable of addressing both the supply chains and systemic enablers sustaining the global synthetic drug trade.
