Welcome to the Leirion International Policy Forum & Diplomatic Simulation Summit — Malta 2027
We are honoured to announce the inaugural edition of the Leirion International Policy Forum & Diplomatic Simulation Summit, taking place at Global College Malta, Valletta, Malta, from March 3 to 7, 2027.

Organised by Leirion Alternative Library (Athens, Greece) under the Next Generation Diplomatic Architecture™ (NGDA™) framework, this is a pioneering university-level platform that moves beyond traditional simulation formats. Forum Fellows do not roleplay — they engage as themselves: emerging policy thinkers, analysts, and advocates confronting real global challenges with intellectual rigour and diplomatic discipline. 

Theme: The Impact of Deglobalisation on the International Energy Markets — From Interdependence to Autonomy 
As multilateral frameworks fracture and nations retreat toward self-reliance, global energy markets stand at a historic inflection point. The interconnected supply chains, trading relationships, and governance structures built over decades of globalisation are being stress-tested by geopolitical rivalry, sanctions regimes, the green transition, and the reassertion of national sovereignty over strategic resources.

The 2027 Summit asks: When interdependence gives way to autonomy, who sets the rules — and who bears the cost? Forum Fellows will examine this question across the economic, social, and geopolitical dimensions that together define the new energy architecture.

ECOSOC - Social Dimensions of Energy Deglobalisation Examining energy poverty, just transition, labour displacement in fossil-fuel-dependent economies, and the social consequences of energy nationalism. Maximum 40 Forum Fellows | 1 Executive Director | 1 Rapporteur 
World Bank - Financing Energy Autonomy Addressing sovereign energy investment, development finance for emerging economies, and the capital architecture of decarbonisation in a fragmented world. Maximum 25 Forum Fellows | 1 Executive Director | 1 Rapporteur 
IEF - Governance of the New Energy Order Navigating the geopolitics of critical minerals, energy security doctrine, sanctions as energy tools, and the future of multilateral energy governance. Maximum 35 Forum Fellows | 1 Executive Director | 1 Rapporteur

Welcome Day & Mediterranean Night (optional)  
March 4–7 - Four days of policy work, deliberation, and diplomatic engagement 

The Summit culminates in the Convergence Session, during which Forum Fellows present unified Policy Recommendations - original, cross-body documents reflecting the full deliberative work of the Forum community.  

Who Should Apply 
The Summit is designed for university students and recent graduates (undergraduate and postgraduate) seeking a substantive, intellectually demanding policy experience. No prior MUN experience is required - a commitment to preparation, analytical thinking, and constructive dialogue is. 
 

A total of 100 Forum Fellows will be accepted across all three Strategic Bodies.
